UNITED NATIONS CHILDREN'S FUND VACANCIES

STATE EDUCATION CONSULTANTS (VN-NGR-09-2008)
Contract Type: Consultancy
Duration: up to 31 December 2008
UNICEF Nigeria seeks the services of experienced education and/or gender specialists to help with the implementation of the second phase of its Girl's education Project (GEP) aimed at improving the participation of girls in basic education in Nigeria. The Consultants will be required to work at the State, LGA, School/Community levels in partnership with government officers, to assist in strengthening systems for delivery of quality education, with a particular emphasis to girls' education. The state consultants will work in specialist areas/positions listed below (A-D) and in four States of Nigeria where the project will be implemented namely; Bauchi, Katsina. Niger and Sokoto State.

A) GEP STATE PROJECT COORDINATORS (SPECS)
Minimum Qualifications & Experience required:
a. Candidates should posses at least an Advanced University degree in Education or any other relevant field.
b. A minimum of 6 years of professional experience (national or international) on gender and education, and a working knowledge of educational planning in basic education, coordination of education activities, and community mobilization approaches. Strong supervisory experience is required.

B). PLANNING AND EDUCATION MANAGEMENT INFORMATION SYSTEM (EMIS)
a. Candidates should posses an advanced University Degree in Education, Mathematics, Education Statistics or any other relevant field:
b. A minimum of 4 years of professional experience in education, and a working knowledge in educational management information systems and statistics especially in the use of data management software, undertaking' regular project reviews, sector plans, and the manipulation of sector finance scenarios.

C) SCHOOL BASED MANAGEMENT COMMITTEES (SBMC) AND CAPACITY BUILDING
Minimum Qualifications & Experience required:
a. Candidates should posses an advanced University Degree in education, gender studies. Social mobilization or any other relevant field.
b. A minimum of 4 years of professional (international or national) experience on gender and education programmes, and a working knowledge of community mobilization approaches and basic education.

D) TEACHING AND PROFESSIONAL DEVELOPMENT
Minimum Qualifications & Experience required:
a) Candidates should possess an advance University Degree in Education, especially in gender and education, teacher education and curriculum studies.
b) A minimum of 4 years of professional experience in gender and education, teacher education/professional development, educational planning and management and a working knowledge of curriculum development, teacher training and basic education.

GENERAL RESPONSIBILITIES FOR ALL 4 POSITIONS
a) Excellent skills in educational planning, management, implementation, monitoring and evaluation.
b) A good understanding - of gender mainstreaming issues, as well as local customs and language(s).
c) Good analytical, planning, communication, leadership, team work, advocacy, negotiation and coordination skills.
d) Excellent training and IT skills -and ability to generate data, interpret and utilize it for planning
e) Ability and readiness to work in States other than his/her own State of origin.
f) Ability to work effectively with top policy makers and development partners,
g) Initiative, passion and commitment to UNICEF's mission and professional values.
